Force Tick

Run one synchronous discovery scheduler tick() and return its summary. Bypasses the normal 60s sleep so an operator can verify the loop body end-to-end without waiting.

Refuses with 409 when SCRAPER_SCHEDULER_ENABLED=false on this replica — the loop is disabled, so a manual tick would step on the single-owner invariant.

Requires the X-Admin-Secret header (see api/dependencies.py).
