Trigger Daily Snapshot

Fire the daily KOL snapshot task (Fly Scheduled Machine primary trigger).

Returns immediately; the actual work (iterating monitored lists, creating KOLSnapshot rows) runs as a BackgroundTask so a slow sweep can't time out the caller's fetch.
