Send Recaps

Deliver the previewed recaps.

expect_count is the guard that makes this safe to run from a dashboard: preview, read the number, pass it back. If the set has moved in between — a new search landed, someone's email resolved — the send aborts instead of quietly mailing a different audience than the one that was reviewed.
