Trigger Refresh Stale Creators

Fire the daily recovery sweep — re-scrape TikTok creators whose media-cache jobs have exhausted MAX_ATTEMPTS (raw URLs already expired, can't be fetched by avatar_cache / thumbnail_cache). See api/services/refresh_stale_creators.py for the picker and cost rationale; the recommended Fly schedule is daily 04:00 UTC.
