List Api Keys

List API keys, optionally scoped to a single user.

Returns the keys with the raw secret REDACTED — we keep the first 8 chars (kol_xxxxxxxx) for visual matching and a short suffix, nothing more. The full key was returned exactly once at creation time; the operator (or in the user-facing UX, the user) was meant to copy it then. Lost keys must be revoked + replaced.
