Operator dashboard support — most-recent run records.

Returns the scheduled_task_runs rows newest-first. Optional task query param scopes to a single task name. When include_aggregates=true the response also embeds a 30-day spend rollup the admin UI uses to render the "30-day spend" tile — summing summary.credits_spent across every task whose summary carries that key. Computed in-process; the row count is bounded by ~30 days × ~5 daily tasks so a SELECT scan is fine.
