Trigger Refresh Country Rankings

Fire the daily country-board sweep behind the public /rankings pages — rebuilds the stalest few markets, never-built ones first.

Distinct from POST /admin/rankings/refresh, which rebuilds exactly what an operator names and is the right tool for "rebuild TW right now". This one is the unattended schedule that stops the boards going stale in the first place; see api/services/rankings_sweep.py for the picker and budget, and docs/scheduler.md for where it sits. Recommended Fly schedule is daily 05:00 UTC.
