Queue the planned scrapes on our own budget.

Re-plans rather than trusting a plan posted back: a client-supplied list of searches to run would be a way to spend our Apify balance on arbitrary keywords. expect_scrapes is how the reviewed plan is tied to this call — the LLM is non-deterministic, so re-planning can legitimately produce a different set, and a mismatch means what runs is not what was read.
