Resolve a selected place and historical local civil time

Resolves an exact version-bound GeoNames place_id through pinned IANA tzdb 2026d. Unique local times return calculation-ready date, time, timezone and coordinates. Nonexistent clock-gap times and ambiguous repeated times are diagnosed without choosing an instant; ambiguous results include both UTC candidates. Pre-1970 civil-time history is best effort. One standard quota unit per admitted request; failed or timed-out admitted attempts are not refunded. Historical mode uses an explicit BCE/CE date object and UT1 conventions. Its response is the versioned historical envelope, not the modern UTC envelope. Read result for calculation fields and metadata for limits and uncertainty.
