Measure which selected electional criteria uniquely exclude observed samples

Evaluates the caller's existing predicates once on a fixed 15, 30, or 60 minute UTC grid of at most seven days, then omits each criterion in turn without recalculating charts. It returns exact newly matching sample IDs, unique-failure and cofailure counts, and contiguous omission-match runs. The result is leave-one-rule-out sampled evidence, not causal attribution, continuous-time proof, weighting, ranking, recommendation, interpretation, prediction, or statistical confidence. Unavailable samples are explicit and break runs. No licensed catalog, new dependency, or request-time network source is used. One standard quota unit per admitted request; failed or timed-out admitted attempts are not refunded. Do not automatically retry. Historical mode uses an explicit BCE/CE date object and UT1 conventions. Its response is the versioned historical envelope, not the modern UTC envelope.
