Audit ambiguous or invalid local birth times without guessing

Resolves one pinned place and civil time with Cosmic Ephemeris's pinned IANA time-zone data. Unique times produce one 22-fact chart snapshot. Repeated times produce both valid UTC candidates and an exact fact-by-fact comparison; the service never selects one. Nonexistent clock times produce no chart and are never shifted. The convention profile is always explicit. No request-time network access, interpretation, prediction, or rectification. One standard quota unit per admitted request; failed or timed-out admitted attempts are not refunded. Do not automatically retry. Historical mode uses an explicit BCE/CE date object and UT1 conventions. Its response is the versioned historical envelope, not the modern UTC envelope.
