Recalculate chart angles and houses for a new location

Preserves the exact birth instant and apparent geocentric planet/node positions, then recalculates the Ascendant, Midheaven and selected house cusps at the supplied location. This is a calculation response without interpretation or location ranking. One standard quota unit per admitted request; failed or timed-out admitted attempts are not refunded. Historical mode uses an explicit BCE/CE date object and UT1 conventions. Its response is the versioned historical envelope, not the modern UTC envelope.
