Evaluate a bounded versioned Boolean event rule

Evaluates at most eight predicates in a depth-four all/any/not tree over a 15, 30, or 60 minute grid spanning at most seven UTC days. Supported facts are planet sign, planet motion, Moon phase sector, Ascendant sign, and major-aspect orb. validate_only returns normalization and a cost estimate without ephemeris sampling. Results are sampled filters, not continuous guarantees, rankings, recommendations, predictions, or interpretations. One standard quota unit per admitted request; failed or timed-out admitted attempts are not refunded. Do not automatically retry. Historical mode uses an explicit BCE/CE date object and UT1 conventions. Its response is the versioned historical envelope, not the modern UTC envelope.
