Filter bounded hourly electional samples

Evaluates an AND-only set of Moon-sign, Moon-phase-sector, Mercury-motion, Ascendant-sign and up to four major-aspect filters on a fixed hourly UTC grid over at most seven days. Results are sampled candidates, not continuous guarantees, ranking, recommendations, void-of-course analysis or interpretation. One standard quota unit per admitted request; failed or timed-out admitted attempts are not refunded. Historical mode uses an explicit BCE/CE date object and UT1 conventions. Its response is the versioned historical envelope, not the modern UTC envelope. Read result for calculation fields and metadata for limits and uncertainty.
