Show which observed electional match runs coarser sampling misses

Evaluates the caller's existing electional predicates once on a fixed 15-minute, start-aligned UTC grid spanning at most seven days, then projects the same evidence to aligned 30- and 60-minute checkpoints. It returns every finest-grid sample, matching runs, per-resolution counts, and exact witness samples for runs missed by each coarser grid. A run is only a contiguous sequence of matching 15-minute samples; its boundaries are not interpolated. This is sampled evidence, not continuous-time proof, a guarantee that unsampled instants do not match, ranking, recommendation, interpretation, prediction, or statistical confidence. One standard quota unit per admitted request; failed or timed-out admitted attempts are not refunded. Do not automatically retry. Historical mode uses an explicit BCE/CE date object and UT1 conventions. Its response is the versioned historical envelope, not the modern UTC envelope.
