Queue a land record pull

Queue MULTIPLE land-record fetches (patta / chitta / A-register / TSLR) to run in the background. Use whenever the user wants more than two records: queue ALL of them (including any that just timed out) and tell the user each record will appear in this chat automatically as it completes. Do not also fetch any of these records one at a time in the same turn. THIS IS ALSO THE BULK / PORTFOLIO PATH: up to 200 surveys in ONE call, for "bulk-verify these survey numbers", an NPA or collateral audit, or a whole land bank. Never loop one survey per message for a list, it cannot work, and put every survey in a single call instead. CALL THIS FIRST, before any per-survey lookup: when the user has given the district, taluk and village, you already have everything a record needs, and resolving surveys one at a time first burns the turn time budget and can end the turn with nothing queued at all. Queue the whole list, then do any extra checks with the time that is left. Price is one flat charge covering the first 8 records and one credit for each record after that, so 200 records is 198, always cheaper than fetching them one at a time, and any record the government portal fails to return has its share refunded automatically. Queues a background job; 6 credits are taken when the job starts and returned automatically if it fails. The job is polled until it is delivered.
