OSR fee for a layout or sub-division

The OSR (Open Space Reservation) obligation for a layout or sub-division IN RUPEES, plus whether land has to be gifted to the local body instead of paying. Use for "how much OSR do I pay", "OSR charges for my layout", "do I have to give OSR land or can I pay", "OSR for 2 acres in DTCP", "who maintains the OSR space". Needs site_area (with site_unit sq.m / sq.ft / acre) and, for the money, glv = the guideline value of the land (from the free guideline value lookup if you do not have it, or ask the user). Optional: jurisdiction CMDA / DTCP_URBAN / DTCP_RURAL, dev_type RESIDENTIAL / COMMERCIAL / INDUSTRIAL / INSTITUTIONAL / GOVERNMENT, dev_status NEW / REDEVELOPMENT / EXISTING (with existing_coverage percent), and subdiv_date (YYYY-MM-DD) which decides the master plan cut-off branch for small sites. Returns the OSR area, the fee in lieu in rupees, whether gifting is mandatory, who maintains it and the rule basis. The OSR AREA alone, and setbacks / EWS / scrutiny fee, come from the separate free single-rule calculators. Free.
