THE DESK'S EMERGENCY STOP PER POSITION — "cut anything down X%, whatever its strategy says". It applies to every open position on the desk, whichever bot opened it, and it has NO per-bot override on purpose: it is the floor UNDER the strategies, so the bot whose own stop is wrong is exactly the one that must not opt out.

It never pre-empts a TIGHTER strategy stop (that one fires first, at its own earlier bar), it is an EXIT so it keeps running on walks where entries are refused, and a SHELVED bot is suppressed like every other discretionary exit — shelf means the bot does not trade. Null clears it.
