Suggest Fix

ONE supported, in-grammar spec change aimed at a stored backtest's HONEST failure signals (SHELF/inconclusive verdict, low confidence, optimism gap, stop-reliance, thin sample). Returns {suggestion_text, suggested_spec (validated or null), valid, issues, disclaimer, label}. 404 on a missing/foreign run; 503 when AI is off/unconfigured; 429 over the rate cap. The suggestion never promises to work — re-test via the normal backtest/deploy path.
