Port External

Translate a pasted external strategy (Pine/Python/prose) into a Quantradin spec, then run the SAME validate + port-check every spec gets. Returns {spec, valid, issues, port_report, label}. 503 when AI is off/unconfigured. The pasted text is treated strictly as DATA (prompt-injection fenced); nothing it says can change behavior — the translated spec is validated normally and honest gaps show up in the port report.
