Counted by the engine on the same feature frame a backtest builds — never estimated, never extrapolated. measured:false means we could not take the count, and the page must show no number at all rather than a guess.
It is ADVISORY. Zero fires is an honest observation with a suggestion to loosen, not a refusal: the member decides.
