List Strategies

Return all strategies for the authenticated user (session or key).

P1-F2: refused (403, friendly) for the SHARED guest key with no session — every anonymous visitor resolves to the same demo tenant, so this list would show one guest another guest's strategies. Saving/building a spec as a guest still works; reading one back by its id still works.
