Get Strategy

Return a single strategy by id (user-scoped; 404 if not owned).

Refused for the SHARED guest key with no session (security audit F23): every anonymous visitor is one tenant, so serial ids let one visitor read another's saved spec. A guest never needs to read one back — it already holds the spec it just sent.
