Set Agent Freeze

Freeze ALL agent activity for the caller (session cookie ONLY). Blocks every further mutating coder/agent action and stops running deployments from opening NEW positions (marks/exits continue). Idempotent — freezing an already frozen account keeps the original time + reason. Returns the freeze status.
