Build Strategy

Normalize loose params into a full canonical spec and validate it. Returns {spec, valid, errors[]} — never 400s on a bad spec; the errors list IS the product (an agent iterates on it). Auth: identity-only (session OR user API key OR account key pair via the shared resolver); the resolved uid is unused — no user-scoped data is touched.
