Deploy To My Account

Deploy a validated bulb onto one of the caller's OWN paper desks.

The member twin of POST /v1/accounts/{id}/deploy: a member deploying from the /backtest cockpit carries only the vega_session cookie (no per-desk API key), authorized by ownership. B12-T1: the coder flow's vega_deploy tool holds an account key pair instead, so authorize via _authorize_desk (session-owner OR pair matching THIS desk, per-key rate-limited) — the pair deploys only to its own desk (cross-desk pair 403), sessions behave exactly as before. Same spec resolution/validation/forward-walk as the key path (shared _do_deploy).
