Alpha Approve

Approve a STAGED deployment (control 3): arm it live.

SESSION-OWNER ONLY, mirroring the admin-cloak discipline — the human gate. An account key PAIR (the agent credential) can PROPOSE a deploy (requires_approval) but can NEVER approve its own: approval requires the owner's logged-in session cookie, never a key. On approval the deployment flips staged → running and only THEN starts the forward-walk + grading (nothing traded while staged). 404 if not the caller's desk / not found; 409 if the deployment is not awaiting approval.
