Usage Current

Per-plan usage counter for the caller's workspace (2026-09-25).

Returns each capped feature's used / limit / window / resets_at / state for the tenant's plan -- the SAME per-plan caps + counts the admission gates enforce, so the dashboard meter and the enforcement never disagree. A dark (unarmed) cap surfaces as limit=null. Authed tenant scope only.
