Billing Interval Switch

Switch the current subscription's billing interval (owner/admin). month->year is immediate + prorated (unconfirmed returns a {preview}, confirm=true commits a {switched} swap); year->month returns {scheduledAt} (period-end). 503 until the target-interval price is configured.
