Remove Repository Route

Remove a repository: the row, its 16 cascades, and its S3 prefix (queued).

Destructive and not undoable. The non-destructive path is the per-repo toggles (POST /repos/{id}/enable) -- that is "disable", this is "remove". Refused 409 repository_busy while any build, review, verification or autofix is non-terminal.
