Repository Wiki

The repository's promoted build's code-wiki bundle (index + articles + wikilink resolution), for the frontend Wiki view.

Behind wiki_enabled (404 when off). Gated at REPOS_READ like the graph view: the bundle is derived from the same graph the caller already reads. Presigned when graph_presign_enabled (browser fetches straight from S3), else proxied. A build with no WIKI artifact (not re-indexed with the wiki stage armed) returns {"available": false} -- an empty state, not an error.
