Resolve Issue

Resolve a Sentry issue -> a verified draft PR. Mirrors draft_fix's gating EXACTLY (REPOS_MANAGE, the autofix_enabled kill switch, a PAID plan, an active subscription, the tenant-wide monthly COST cap, and the per-tenant autofix COUNT cap); the only difference is the INPUT source -- a connected Sentry instead of Jira, and a Sentry issue instead of a Jira ticket. Everything downstream (create_run, outbox, SQS, worker, callback, review-trigger, metering) is reused unchanged.
