Billing Upgrade Preflight

Whether this Pro tenant can flip in place to Teams (owner/admin).

Returns {canUpgradeInPlace, personalAccountInstall, privateRepositories[]}. canUpgradeInPlace is always true now (the personal-account-install gate was removed) and personalAccountInstall is retained on the wire but always false; privateRepositories enumerates the repos the flip would expose, for the disclosure.
