Draft Fix

Draft a fix for a Jira ticket -> a verified draft PR. Mirrors the apply-fix route's gating: REPOS_MANAGE, the autofix_enabled kill switch, a PAID plan, a connected Jira, an owned repo, and a per-tenant monthly cap.
