Set Agent Workspace

Point the caller's agent (MCP/gx) at a workspace by tenant id (AD-MCP-1). Writes default_tenant_id (authority) + mirrors app_metadata; 404 workspace_not_found if the caller is not a member (indistinguishable from nonexistent).
