Get Review

One hosted PR-review run, the detail behind an expanded Reviews row.

Tenant-scoped and BUILDS_READ-gated in the service; 404s a run the tenant does not own. Same projection as one list row (the frontend's ReviewRunDetail aliases the list ReviewRun), fetched one run at a time so it can grow richer than the list later without churning callers -- parallel to GET /verifications/{verification_id}.
