Reconcile Reindex Catchup
Coalescing catch-up sweep for repos the daily push-reindex cap parked.
Meant to run on a slow cadence (a few times a day is enough -- it only needs to fire after the UTC midnight counter reset). A no-op when the daily caps are disabled or no repo is behind, so it is safe to schedule unconditionally.
