Renew Fv Run

Extend an FV runner's lease, or tell it the run was cancelled/superseded/expired.

A cancelled: true response is the runner's signal to kill its repo-code children and exit; the lease never extends the absolute run deadline. Uses FvRunnerForRenew (wired, not enabled) so flipping the global kill switch (fv_pipeline_enabled) off still reaches renew_fv and cancels already-leased runs within one renew cycle, instead of 503ing the STOP path.
