Slack Interactions

Block Kit button clicks (Approve/Deny). Signed like events. The decision is saved (one atomic update) BEFORE acking, so a restart can't lose an accepted click; the Slack follow-up and the approved run go to the background, and the reconcile tick re-runs an approval that a restart interrupted.
