Gitlab Refresh Projects

Re-drive the project sync from the stored OAuth token -- no re-auth.

The OAuth callback commits the installation before its (up to 20-page) project listing, so a listing failure leaves a durable "connected, projects syncing" install (projects_synced_at IS NULL). This is its recovery path; it is also a plain refresh for an already-synced install.
