Get the persisted transcript for a single dialer call

Return the speaker-segmented transcript for a dialer call.

status="empty" indicates the call row exists but the transcript has not yet been flushed to the database (the call may still be in progress, or the persistor may be in-flight). 404 is raised if the call does not exist for the caller's org.

The voice service is org-scoped server-side: we forward the caller's org id so any cross-tenant row is treated as not-found.
