Delete a folder and everything in it

SPENDS NOTHING. IRREVERSIBLE: removes the folder's files from storage, the database and the vector index, so agents stop answering from them.

Ownership is checked FIRST: voice's handler selects the files by collection id alone, so without this a guessed id would reach another tenant's files. Another tenant's collection is a 404.
