Give an agent skills it can use

Attach one or more skills. ADDITIVE, not a replace.

This WIDENS WHAT THE AGENT CAN DO mid-conversation: a skill attached here is one the agent may decide to run on a live call, including one that calls an external API. Attach deliberately, and read GET /skills/{action_id} first if you did not author it.

Skills are resolved within the caller's org, so an id from another tenant is not found.
