Regression run: every saved case, plus the activation gate

SPENDS NOTHING. Runs every saved case server-side, one config hash, pass/fail per case, and returns the activation gate recomputed from these fresh runs - so a client can run-then-decide in one round trip. Still a dry run: no model, no call, no send.
