FREE. Reports the token cost and GENERATES NOTHING.

The only way to learn what POST /voice/campaigns/emails will cost before spending it, which is exactly why it must not be gated behind the spend permission. It is in READ_ONLY_POST_ROUTES for that reason - the /estimate billable marker catches it by name and gets it backwards.
