Delete an onboarding thread

Deletes the thread and its messages. NOT REVERSIBLE.

A campaign the thread already produced is NOT deleted - it is a separate record and survives.

The thread id is a query parameter rather than a path segment because voice's own delete takes it in the body, and a DELETE with a required body is not a shape to publish.
