People the user may know / want to follow.

Loop 6 Finding #L6-49 (HIDDEN GEM): previously this used only co-attendee and city signals with weak scoring. The shadow routes/users.py version used 5 signals with tiered scoring — restored here. Includes:

  • LFC-connected (score 5): vibed-with users from real events
  • Co-attendees (score 4 × count)
  • Friend-of-friend (score 3)
  • Circle overlap (score 3)
  • Same city (score 1) Also adds the 'discoverable' filter that enforces privacy, minor, and onboarding gates — was missing entirely.
