Accept Connect Token

Send a connection request to the member a connect token identifies.

2026-10-09: this wrote straight into friend_requests - a parallel path that skipped the adult<->minor PolicyEngine gate, the outgoing-rate limit and the uniform block answer that routes/connections.py applies. It now resolves the token (a protected account does not resolve) and hands over to the canonical send_connection_request, so there is one rule, not two.
