Get Skin Preference

GET /api/users/me/skin-preference

Returns BOTH: skin — the stored preference, preserved even when it names an experimental skin the user may not currently render effective_skin — what must actually be applied

Clients must render effective_skin. skin exists so the choice survives the restriction and can be honoured again on release.
