Sentry Webhook Receiver

Sentry webhook: deactivates a Sentry integration when its installation is deleted. Public, unauthenticated at the FastAPI level -- gated entirely by the HMAC signature below, matching Flask's SentryWebhook.post exactly. No team/app scoping in the URL: the payload itself carries the installation UUID the task uses to find the right row.
